Yes, you can use the 2-planes approach. There is no readily available solution that works out of the box, but I think that the easiest is to hack the ParticleSystemOld component in order to achieve this. It's mostly likely not even particularly difficult, but it would take a bit time to implement it. Do you have some C++ developer who can...

I was looking into the rotating movers issue #156 first, because that is the slightly simpler problem and I was not aware if there are any priorities.
Regarding #157, don't expect results too quickly: this is a complicated problem that requires careful planning.

Faking it might be an option, using appropriately made translucent textures that are put on Bezier Patches or brushes with otherwise invisible sides.
