does ca3d create .exe's so the person can allow ppl to download that and they can play? what i mean is simple applications?

you have to get and SDK for that purpose (making your own MOD), then you can redistribute the Ca3DE package with your MOD, that in turn other people can install and play. For more information, see e.g.
